FBI Foils Alleged ISIS-Inspired Plot To Bomb NY Capitol
Federal authorities say Jessica Bowie conducted surveillance of the Albany Capitol, sought explosives and intended to kill state lawmakers before fleeing the country.

Federal authorities say they foiled an alleged ISIS-inspired plot to bomb the New York State Capitol and kill lawmakers, arresting a 35-year-old Albany woman following an undercover terrorism investigation.
Jessica Bowie was charged with attempting to provide material support or resources to a designated foreign terrorist organization.
According to a federal criminal complaint, Bowie pledged allegiance to ISIS and began discussing plans for an attack in July. Investigators allege she communicated with FBI confidential sources she believed were connected to the terrorist organization and sought help obtaining explosives.
Authorities say Bowie visited the Capitol multiple times between July 21 and Aug. 9, photographing the building and studying potential access points. She allegedly told informants she wanted to destroy as much of the Capitol as possible and kill state senators while they were meeting.
Investigators also allege Bowie purchased materials that could be used to construct an explosive and discussed concealing a bomb inside a food-delivery bag. She reportedly considered fleeing to Syria following an attack and discussed possible future attacks on other prominent targets.
On Wednesday, undercover sources allegedly provided Bowie with an inert explosive device and an inert handgun. FBI agents arrested her shortly afterward.
Craig Tremaroli, special agent in charge of the FBI’s Albany Field Office, described the alleged plot as serious and dangerous and credited the Joint Terrorism Task Force and law-enforcement partners with disrupting it.
Gov. Kathy Hochul thanked the FBI and New York State Police, saying the state had strengthened security at the Capitol and other government facilities amid increased threats against public officials.
State Senate Minority Leader Rob Ortt called the alleged plot “disturbing” and said it underscores the need for coordination among law enforcement agencies.
“The announcement regarding an ISIS-inspired terrorist plot targeting our State Capitol building is not only disturbing but reinforces why law enforcement at all levels must communicate and work together for the safety and well being of New Yorkers,” Ortt said.
The governor said there is no immediate threat at this time. The federal investigation remains ongoing.
