The state is undertaking the largest unemployment insurance system upgrade in U.S. history, replacing a decades-old platform with modern technology designed to improve service for millions of workers and employers.

The massive conversion will replace technology dating back to the 1970s, bringing the nation's second-largest unemployment insurance program into the digital age.

State Labor Commissioner Roberta Reardon said the modernization will serve as a model for other states seeking to improve unemployment services, with New York taking on the challenge of converting one of the country's largest and most complex benefits systems.

The project, years in development, is intended to eliminate outdated procedures, reduce processing delays and make unemployment services easier to navigate. The new platform promises to offer smartphone access, real-time claim updates and expanded self-service options.

The transition begins November 2 at 5 p.m. and is expected to take nine to 12 days. During that period, online and telephone unemployment services will be unavailable, temporarily preventing new claims, weekly certifications and account access.

Although benefit payments will be delayed, the Labor Department assures recipients they will receive all benefits for which they qualify once the system is operational.

Current recipients are encouraged to certify for the week ending November 1 before the shutdown. Claimants must also continue documenting at least three job-search activities weekly to maintain eligibility.

The modernization extends beyond workers collecting unemployment. Employers will gain improved electronic reporting, online payment capabilities and easier account management, while enhanced security measures are intended to protect personal information and combat fraud.

The overhaul represents a major investment in New York's unemployment insurance infrastructure, which faced extraordinary pressure during the COVID-19 pandemic when unprecedented numbers of workers sought assistance.
